An Owner’s Representative operates as part of the construction project team. Our role is to act on behalf of the owner to oversee and manage the entire project with the owner's best interest in mind.
We help our clients by creating scopes or work, requests for proposal, assessing finances toward construction readiness, and preparing/negotiating contracts for all construction operations to come. We assure that the project is on time, within cost, and safe for all involved.
Our architecture division, "VIGILANT EVALUATION SERVICES," will conduct inspections and reporting on your building and/or complex, in accordance with FL 553.899 for “Phase I," "Phase II" inspections, as well as for SIRS inspections and evaluations. Our intelligent reports and outbriefs ensure that all stakeholders fully understand the documented results of our studies.
As a 23-year veteran of engineering design, production, and project management, Mark Kramer started Vigilant Services as a multi-spectrum consulting firm, advising and representing clients in the fields of Construction Planning and Management, Building Science, and Owners Representation. Mark often describes Vigilant as a "Concierge" Consultancy, as he aims to deliver unrivaled customer-care and attention to not only the end-user, but also the residents and owners within the projects Vigilant manages. With engineering and project management credentials spanning two continents and four industries, Mark holds a Bachelor of Science in Mechanical Engineering from Lehigh University in Pennsylvania, and an MBA from Rollins College in Florida.
As CF&SO of Vigilant Services, Vanessa is responsible for overseeing all aspects of financial operations, and serves as chief architect of Vigilant’s growth strategy. Vanessa has over 23 years of professional experience in Financial and Facilities leadership, including Strategic Planning, Mergers and Acquisitions, Operations Management, and Project Management. Vanessa graduated Magna Cum Laude from the University of Central Florida with degrees in Finance as well as Information Systems; and Summa Cum Laude with her MBA from the Florida Institute of Technology.
Leandro Oliveira graduated from Brazil's preeminent engineering university, "Unicamp" (Universidade Estadual de Campinas) with a degree in Civil Engineering as well as a Master's in Business Management. Leandro would go on to teach collegiate-level engineering courses before beginning his 20-year career in the construction of oil-and-gas sector structures and later, the construction and design of Brazilian homes. Leandro leverages all of this into his position as Building Science Consultant and Senior Project Manager, assisting in the pre- and during-construction demands of Vigilant Services' customers.
Chad has spent his entire professional life in Construction and Construction Management. Chad brings over 20 years of Supply-Chain Risk Reduction Management, Commercial Construction Management, as well as Process Improvement Implementation for corporate fix-and-flips all around Colorado's Front Range corridor. As Principle Project Manager and Owners Representative for many of Vigilant's active projects, Chad ensures that all elements of Quality Control and Contract Administration are attended to, for his Owner Clients, in accordance with American Institute of Architects' (AIA) contract standards.
Luke currently attends The University of Florida as a Chemical Engineering Major with a minor in Physics. He specializes in the composition of materials and their interaction, adhesion, and corrosion when in contact with other common elements of the construction cycle. Luke oversees all ongoing projects and interfaces with clients as often as possible to assure a smooth project process.
